In the meeting took part: the People´s Deputies of Ukraine, representatives of Ministry on Internal affairs, Prosecutor´s General office, state Department on Punishment Execution, the Supreme Court, Ombudsperson of the Verkhovna Rada of Ukraine, leading scientists, public organization representatives.
Viktor Shvets, the Chairman of the Committee opening the discussion stated that "the round table" discussion is the continuation of the Committee work on the elaboration of the Bill on Amendments to the Law "On Amnesty Implementation in Ukraine" for the scrutiny in the second reading.
According to him, a lot of controversial matters remain the amnesty institute in Ukraine, For example, the Chairman of the Committee stated that today, a person released from the criminal liability is not recognized as a guilty by the court in the commitment of a crime, that is actually there is no compulsory state form of a person conviction that committed a crime and this contradicts with the Constitution of Ukraine and a Criminal Code of Ukraine.
V. Shvets informed on the basic principles of the Bill. In the course of the discussion, the Committee analyzed the international experience of amnesty use and stated that there are no such rules on amnesty implementation like in Ukraine.
V. Shvets also reminded that the Verkhovna Rada adopted the Bill in the first reading. Representatives of almost all the political powers voted for the Bill that proves its actuality and necessity of its adoption.
The round tale participants upheld the Bill. In the course of the discussion they expressed number of remarks and propositions that would be used by the Committee during the elaboration of the Bill.
